2024/25 Operational Plan
Lithgow City Council wishes to thank the community for their feedback on the 2024/25 Operational Plan. The 2024/25 Operational Plan, Revenue Policy and Fees & Charges were adopted by the Council on 24 June 2024.

What is the Operational Plan?
The annual Operational Plan sets out the projects and activities which Council commits to undertaking over the financial year and includes the budget, performance measures and timeframes to deliver against the Delivery Program Outcomes.
The Operational Plan includes the annual budget and Statement of Revenue Policy, annual Fees & Charges.
The Operational Plan is informed by the Draft Lithgow Local Infrastructure Contributions Plan which identifies a schedule of works to be undertaken in the 2024/25 year that are funded through development contributions. The Draft Lithgow Local Infrastructure Contributions Plan (Section 7.12) 2024 was reported as item 10.2.3 of the Council meeting agenda (pp. 23-25) on 22 April.
The Council is inviting residents and community groups to put forward proposals to be considered for inclusion in the draft Operational Plan. This can include new infrastructure projects, community activities/ events, or ideas for improvements which will enhance the quality of life in our community.
What is the Draft Lithgow Local Infrastructure Contributions Plan (Section 7.12) 2024
Development contributions are payments made during the development application (DA) or complying development applications (CDC) process to enable Council to provide public facilities and services infrastructure required as a consequence of new development.
These contributions are required to be authorised by a formal Development Contributions Plan prepared in accordance with the Environmental Planning and Assessment Act 1979 and its Regulations, 2021.

Community Engagement
Between late December 2023 and Mid-February 2024, the Council invited the community to submit proposals for projects and programs which will enhance the quality of life in our community to be considered for inclusion in the Draft 2024/25 Operational Plan for the Lithgow LGA.
During this period, the Council received over 80 submissions from community members and organisations across the LGA.
The 2024-25 Operational Plan Community Proposals Report is a summary of proposals received and Officer recommendations/response. The document was reported as an attachment to Item 10.4.2 – Delivery Program 2022-2026 and Operational Plan 2024-2025 (pp. 49-57) of the Council meeting agenda.

FAQ
How are development contributions calculated?
Contributions under the Draft 7.12 Plan are based on a percentage (%) of the estimated cost of development set by the EP & A Act, 1979 for developments above $100,000.
What will the funds be used for?
The Draft 7.12 Plan details a $600,000 works schedule including roads, traffic management and active transport, open space and recreational facilities, civic and cultural community facilities and other important strategy and design work to identify future infrastructure needs.
The works schedule for this Draft Plan is for the 2024/2025 year only to enable Council to work on a longer-term strategic infrastructure planning and delivery plan to deliver infrastructure when and where it is needed in future years.
What happens with my submission?
Whilst we encourage everyone to make a submission, this is not a voting process, submissions are considered in accordance with budget availability, staff capacity and value to the community. Multiple submissions for a project or program will be considered as one submission.
All submissions will be considered, and you will be kept informed of the process and progress with your proposal as the 2024/25 Operational Plan is developed.
Proposals open Friday 22 December and will close on 15 February 2024.
